Ellicott Mill: Historic Preservation Meets Modern Development

The historic Wilkins-Rogers Mill in Old Ellicott City is undergoing a transformative redevelopment led by Terra Nova Ventures. The project, named "Ellicott Mill," aims to preserve the 1916 eight-story flour mill while adapting it for contemporary use.
The proposed development includes 190 rental apartments, retail space for outdoor sporting goods, a destination restaurant overlooking the Patapsco River, and a historic display. The project also plans to preserve the steel trestle railroad bridge, a remnant of the B&O Railroad spur.
Originally slated for completion in 2023, the project has faced delays and revisions. In December 2024, the developer proposed changes to the unit mix and parking layouts. These modifications are currently under review by Baltimore County's development review committee.
The project has sparked both support and opposition. Proponents highlight the potential for revitalization and historic preservation. However, concerns have been raised about increased traffic, insufficient parking, and environmental risks associated with building in a floodplain. A petition on change.org outlines unresolved issues, including traffic safety and flood risks.
The developer has responded to these concerns by participating in public hearings and incorporating specialized flood protection materials into the design. You can see some of his responses and more about the project in this video.
As of March 2025, the project remains in the approval process, with opportunities for public input still available. Interested parties can attend community outreach meetings or submit written comments to the Baltimore County Administrative Law Judge.
The Ellicott Mill project represents a delicate balance between preserving history and embracing progress, with its outcome likely to shape the future of Old Ellicott City significantly.

Let Vets Speak Workshop Starts April 1

The Let Vets Speak Project is a 6 week FREE writing program that affords veterans the opportunity to express their unique experiences through Spoken Word and Story Telling. The workshops will be held on Tuesday evenings at 7pm. At the end of the 6 week program there will be a community performance of selected pieces. The special guest emcee will be Councilman Pat Young, Marine Veteran and former MD State Delegate. Please contact [email protected] to participate.
